NMDPRA Issues New Refinery Licenses in Edo, Delta, Abia

The Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has granted refining licenses to three companies to establish new refineries in Abia, Delta, and Edo States. According to a post on NMDPRA’s official X page, the licensed refineries include a 100,000 bpd facility for Eghudu Refinery Ltd in Edo State, a 30,000 bpd refinery for MB Refinery and Petrochemicals Company Ltd. in Delta State, and a 10,000 bpd facility for HIS Refining and Petrochemical Company Ltd. in Abia State.

Once completed, these three refineries will collectively add 140,000 barrels per day to Nigeria’s domestic refining capacity.

The Authority’s Chief Executive, Engr. Farouk Ahmed, presented the licenses to the managing directors of the companies. The announcement stated: “These licenses, which will add 140,000 barrels per day to Nigeria’s refining capacity, were presented to the MDs of the companies.”

Current data from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) shows that Nigeria operates nine refineries, including the Dangote Petroleum Refinery and Petrochemicals FZE, the Warri Refinery, the Kaduna Refinery, and the Port Harcourt Refinery Company Limited. Other refineries include Aradel Refinery, OPAC Refineries, Waltersmith Refinery, Duport Midstream Company Ltd., and Edo Refinery and Petrochemical Company. These refineries have a combined capacity of 974,500 barrels per day, with the Dangote Refinery having the largest capacity of 650,000 bpd. However, many of these refineries are not operating at full capacity.

The NUPRC also reports that the nine refineries will require a combined daily crude supply of 770,500 bpd and an estimated 123,480,500 barrels for the first half of 2025
