Insecurity: NGF pledges to deepen intelligence sharing with DSS, other

In what signals a quiet but significant shift in Nigeria’s security management, state governors have resolved to strengthen real-time intelligence coordination with the Department of State Services (DSS) — a move observers say could redefine how threats are detected and defused before they erupt into crises.

At the heart of the decision, reached during the fifth meeting of the Nigeria Governors’ Forum (NGF), lies a sobering realisation: the nation’s insecurity cannot be contained by federal agencies alone. With violent extremism spreading through new fault lines — from banditry in the North to kidnappings in the South — state executives now appear ready to assume more strategic roles in early-warning systems and local surveillance.

The Director-General of the DSS, Mr. Adeola Oluwatosin Ajayi, had briefed the Forum on emerging threats and intelligence-led counter-measures, noting that economic hardship and political tensions are feeding new security risks. He urged governors to bridge the intelligence gap between Abuja and the grassroots by improving coordination with local security networks.

The presentation came on the heels of a recent DSS advisory warning of an alleged plot by the Islamic State West Africa Province (ISWAP) to stage attacks in Ondo and Kogi States — two states that serve as key gateways to Nigeria’s central region. The alert triggered heightened surveillance and joint counter-terror operations across multiple states, underscoring the importance of swift intelligence flow.

In their communiqué, read by Lagos State Governor Babajide Sanwo-Olu, the governors acknowledged that the era of passive waiting for federal intervention was over. “Governors expressed appreciation to the DSS for its proactive engagement and reiterated their commitment to deepen intelligence sharing and collaboration with federal security agencies to enhance peace and stability,” the document stated.

Security analysts have long argued that Nigeria’s governors, as chief security officers of their states, often lack access to real-time intelligence — a gap that emboldens criminal networks and delays crisis response. The NGF’s latest move, therefore, may mark the beginning of a decentralised intelligence framework, where state governments are partners, not bystanders, in national security.

Beyond security, the meeting also reflected a growing alignment between the fiscal and monetary authorities. The governors endorsed the Central Bank of Nigeria’s (CBN) stabilisation efforts and praised its “coordinated approach” to restoring price confidence and state fiscal sustainability amid rising inflation and currency volatility.

In an unexpected yet progressive turn, the governors also threw their weight behind the **Reserved Seats for Women Bill**, urging state assemblies and federal legislators to support its passage during the upcoming vote in November. The Bill seeks to create special constituencies for women in the National and State Assemblies — a temporary measure to boost gender inclusion in governance.

For a forum often accused of rhetoric over action, Friday’s communiqué marked a moment of rare coherence — an attempt to fuse national security, economic stability, and social inclusion into one evolving policy direction.

Whether the promise of tighter intelligence-sharing will translate into safer communities remains to be seen, but the governors’ new tone suggests an awakening — a recognition that the fight for national security begins not in Abuja, but in every state capital and community across Nigeria
