Deputy House of Reps speaker, Benjamin Kalu, withdraws Indigeneship bill amidst concerns

Deputy Speaker of the House of Representatives, Benjamin Kalu, has withdrawn the proposed Indigeneship Bill from the National Assembly, citing the need for broader consultations and legislative engagements.

In a statement issued Tuesday and signed by his Chief Press Secretary, Levinus Nwabughiogu, Kalu said the decision followed “constructive feedback received from various stakeholders” as well as a critical analysis by the National Institute for Legislative and Democratic Studies (NILDS).

“Though the Bill seeks to achieve some commendable objectives, however, this can be achieved through enactment of law. If this Bill is passed, it would pose challenges with time, especially on the issue of double or multiple indigenship,” the NILDS report noted.

The Bill, originally designed to promote national unity, equity, and inclusiveness for Nigerians residing outside their state of origin, has sparked mixed reactions from citizens and experts alike.

According to the report, the same goals could be more effectively pursued through legislation enacted by individual State Houses of Assembly.

“States should make laws that would allow settlers to benefit [from] the same rights and privileges enjoyed by indigenes without any form of discrimination, as rightly provided for in the constitution,” the NILDS advised.

Kalu, who also chairs the House Committee on Constitution Review, stressed that the legislative process must remain people-driven and responsive to public sentiment.

“As leaders and representatives, we remain committed to ensuring that every legislative proposal reflects the aspirations of the people we serve,” he stated.

He reaffirmed his dedication to a transparent and inclusive constitutional review process, urging Nigerians to remain actively involved.

“The Constitution Review process remains an open, inclusive, and participatory exercise, and no provision or proposal will be pursued without adequate dialogue and consensus-building.

“I therefore call on citizens to continue engaging constructively with the House Committee on Constitutional Review as we work together to build a more just, united, and prosperous Nigeria,” he added
