Reps releases certified copies of four tax reform Acts amid controversy

The National Assembly has released the Certified True Copies, CTCs, of four landmark tax reform Acts recently signed into law by President Bola Tinubu, making them available for public record, verification, and reference.

House of Representatives Spokesman Akin Rotimi said the release was directed by the Senate President, Godswill Akpabio, and the Speaker of the House of Representatives, Abbas Tajudeen.

He explained that the documents include the endorsement and assent pages personally signed by the President.

According to Rotimi, the decision followed public concerns and allegations about possible alterations to the laws, as well as the circulation of unauthorised and misleading versions.

The release, he said, is intended to eliminate doubts, restore clarity, and protect the integrity of the legislative process.

The four Acts released are: The Nigeria Tax Act, 2025; The Nigeria Tax Administration Act, 2025; The National Revenue Service (Establishment) Act, 2025; and The Joint Revenue Board (Establishment) Act, 2025.

Rotimi stressed that the National Assembly remains vigilant in safeguarding the sanctity of its legislative work, noting that only the certified and officially released versions constitute the authentic and authoritative tax laws.

He disclosed that the House’s attention was drawn to inconsistencies in versions of the tax laws in circulation after a member identified discrepancies and formally raised the issue on a point of privilege.

Acting swiftly, the Speaker ordered an internal verification and the immediate public release of the certified Acts.

Rotimi added that, from the initiation of the tax reform process through extensive stakeholder consultations, committee scrutiny, clause-by-clause consideration, plenary debates, and eventual passage, Speaker Abbas Tajudeen provided firm leadership to ensure the reforms were evidence-based, inclusive, and aligned with Nigeria’s fiscal realities and development priorities.

He noted that the Speaker consistently emphasised that tax reform must be anchored on clarity, fairness, and strict adherence to constitutional and parliamentary procedures.

The four Acts, Rotimi said, form the backbone of Nigeria’s contemporary tax reform architecture, designed to modernise revenue administration, improve compliance, reduce inefficiencies, eliminate duplication, and strengthen fiscal coordination across the federation
