ECOWAS trade scheme unlocks regional markets for Nigerian exporters

The Federal Government has urged Nigerian manufacturers and businesses to take advantage of the ECOWAS Trade Liberalisation Scheme (ETLS) to expand exports, access new West African markets and increase production.

Minister of State for Foreign Affairs, Ambassador Sola Enikanolaiye, made the call at an ETLS sensitisation workshop for the North-East zone held in Bauchi. The workshop focused on increasing intra-regional trade through the scheme and improving businesses’ understanding of the opportunities available under the regional trade framework.

The Federal Government considers the ETLS an important instrument for strengthening economic integration among ECOWAS member states.

Enikanolaiye said businesses could use the scheme to expand their customer base, increase revenues and contribute to economic growth. He encouraged manufacturers and entrepreneurs in the North-East to increase production and take advantage of the wider regional market.

The scheme is designed to support the movement of qualifying products within the ECOWAS region without customs duties, subject to the applicable requirements and rules of origin.

For Nigerian manufacturers, this creates an opportunity to serve markets beyond domestic demand while building export capacity.

ETLS opens access to a wider West African market

The Federal Government said the scheme provides businesses with access to markets across the ECOWAS bloc.

Greater use of the ETLS could help Nigerian manufacturers diversify their customer base and reduce their dependence on the domestic market. It could also create incentives for businesses to increase production capacity where they can identify sufficient regional demand.

The government’s renewed push comes as Nigeria seeks to increase non-oil exports and strengthen domestic production.

For manufacturers, however, access to a larger market alone does not guarantee export growth. Businesses still need competitive pricing, consistent product quality, adequate production capacity and efficient logistics to compete effectively across West Africa.

Government calls for more value addition

The minister also urged businesses in Bauchi and the wider North-East to process more agricultural produce and raw materials locally.

The emphasis on value addition reflects the government’s objective of moving businesses further up the production chain instead of exporting largely unprocessed commodities.

Processing agricultural products locally can create additional manufacturing activity, employment and demand for supporting services. It can also increase the value of goods entering regional markets.

For the property and construction sectors, increased industrial activity could generate demand for factories, warehouses, logistics facilities, worker accommodation and other commercial infrastructure.

Manufacturing growth could support industrial property demand

A stronger export-oriented manufacturing sector could have implications for Nigeria’s industrial property market.

Manufacturers expanding production require land and buildings suitable for factories, storage, processing and distribution. Increased movement of goods across borders can also support demand for logistics facilities along major transport corridors.

The effect could be particularly relevant in cities and regions with existing manufacturing or agricultural-processing clusters.

For developers and investors, stronger manufacturing activity can create opportunities for industrial estates and purpose-built logistics facilities. However, the scale of these opportunities will depend on actual increases in production and trade volumes.

Infrastructure remains critical to export expansion

The ability of Nigerian businesses to benefit from regional trade will depend partly on the efficiency and cost of moving goods from factories to domestic and international markets.

Manufacturers need reliable roads, ports, electricity, storage and logistics services to remain competitive.

This means that trade-policy reforms such as the ETLS will have a stronger impact when combined with improvements in physical infrastructure and border processes.

Reducing tariffs on qualifying goods can lower one component of export costs, but manufacturers still face production, transportation, financing and energy costs that influence their ability to compete.

Regional trade could support economic diversification

The Federal Government has linked the ETLS initiative to its wider ambition of building a $1 trillion economy.

Expanding non-oil production and exports remains an important part of Nigeria’s diversification strategy. A stronger manufacturing base could generate employment, broaden the tax base and increase demand for local suppliers.

The ETLS also provides a regional market for Nigerian products at a time when businesses are seeking opportunities to expand beyond domestic consumers.

Greater intra-regional trade could therefore support the development of manufacturing clusters and commercial centres around areas with strong production and transport links.

Implications for Nigeria’s property market

Although the government’s announcement centres on trade, increased manufacturing and export activity could have a direct effect on real estate demand.

Industrial property is particularly likely to benefit if businesses expand their production capacity. Warehousing and logistics facilities could also see increased demand as manufacturers move larger volumes of goods across the region.

Residential property markets could benefit indirectly if manufacturing expansion creates new employment centres and attracts workers to industrial locations.

The effect will not be uniform across the country. Locations with reliable infrastructure, access to major markets and proximity to transport corridors are more likely to attract manufacturing investment.

Outlook

The Federal Government’s renewed push for manufacturers to use the ECOWAS Trade Liberalisation Scheme is aimed at turning regional market access into higher production, exports and economic activity.

For Nigerian manufacturers, the scheme provides an opportunity to expand beyond the domestic market, while the government expects greater value addition and regional trade to support its broader economic diversification objectives.

The success of the initiative will depend on manufacturers’ ability to meet regional demand and remain competitive, as well as improvements in infrastructure, logistics and trade facilitation.

For the wider property market, stronger manufacturing and export activity could support long-term demand for industrial land, factories, warehouses, logistics facilities and housing around emerging production corridors
